SINOPEC’s business in Brazil can be traced back to 2004, when the Chinese and the Brazilian governments were seeking for strategic alliances and GASENE Natural Gas Pipeline became one of the major cooperation projects. Meanwhile, SINOPEC and PETROBRAS, two of the largest energy groups in the world, also signed a Strategic Cooperation Agreement. Based on such a solid foundation, Sinopec International Petroleum Service Do Brasil Ltda was legally founded in February 2005, as a subsidiary of Sinopec International Petroleum Service Corporation (SINOPEC SERVICE).

In April 2006, after a long and tough negotiation, SINOPEC SERVICE won the EPC Contract of GASCAV Project, the south stretch of the 1,370km GASENE gas pipeline. Successfully completed at the end of 2007, GASCAV was evaluated as one of the “best performance” projects of the year by PETROBRAS. President Lula, who has been paying close attention to GASENE Project, highly appraised SINOPEC’s performance in Brazil by saying that it was proven a great choice to cooperate with a Chinese company.

On December 27th, 2007, SINOPEC SERVICE entered into an agreement with PETROBRAS and became the EPC Contractor of GASCAC Project (the north stretch of GASENE Project), which is 974km long, from Cacimbas to Catu. The Project is now smoothly in progress thank to Sinopec’s and our subcontractors’ best efforts.

After four years working together, SINOPEC now enjoys very good relationship and deeper mutual understanding with PETROBRAS and other partners in Brazil. We are also happily aware that China has been supporting Brazil’s development through financing and employment opportunities - GASENE alone has created more than 10,000 jobs for local people. The good relationship between China and Brazil and the successful conclusion of the aforementioned project strengthened this promising partnership and friendship between the two countries.

During President Lula’s visit to Beijing in May 2009, a new Memorandum of Understanding was signed between SINOPEC and PETROBRAS, under which the two companies would cooperate further in several areas including exploration, production, refining, petrochemicals and the supply of related goods and services. On the platform built up by SINOPEC International Petroleum Service Do Brasil Ltda, and with such a harmonious team consisting of both Chinese and local employees, we do see a brilliant future for SINOPEC in Brazil with diversified businesses, and we are looking forward to cooperation with Petrobras and more and more Brazilian companies.

As Mr. Su Shulin, President of Sinopec Group, declared when he visited Brazil in February this year, Sinopec will make a “sustainable development through unremitting efforts”.
